Mayor opposed to guns and civil rights
Cedric Glover, Mayor of Shreveport Lousiana believes he and his jackbooted thugs state police have the authority to wantonly violate your civil rights.
Mayor Glover believes that his brownshits state police have authority to “suspend” your rights.
From the blog Pro Libertate:
Any time a motorist is stopped by a police officer, insists Shreveport, Louisiana Mayor Cedric Glover, “Your rights … have been suspended.” This includes not only the freedom of movement, but also, in the event the officer inquires as to whether the driver is carrying a weapon, “Your right to be able to hold on to your weapon and say whether [you] have a weapon or not” — as well as the right to retain possession of that weapon, should the officer decide to confiscate it from you.
Should you choose not to answer the question, or answer it in the negative, the officer could still choose, “in the interest of officer safety, to secure you in a safe position” — this most likely means outside the car with your hands cuffed behind your back — “and then do an appropriate inspection of your vehicle.”
The phrase “appropriate inspection” is more honestly rendered “Unconstitutional” warrantless search.”
Should the police officer then turn up a firearm or other weapon in the car, the driver “would be guilty or potentially guilty of even a more severe offense” than whatever he had allegedly done to precipitate the traffic stop, according to Mayor Glover. Police officers, according to Glover, are invested with “a power that the President of the United States does not have … and that is the ability to be able to suspend your rights.”
This is “one of the things that I say to each and every one of the police officers who graduates from the Shreveport Police Academy since I’ve been mayor.” Fortunately for the public, one supposes, Mr. Glover remembers the lesson that Peter Parker learned from his kindly and sagacious uncle Ben — that is, with great power comes great responsibility.”You have to understand there is a great deal of power that is vested within … the law enforcement personnel of this country,” Glover insists. “It’s why there is a great deal of responsibility that has to go along with it.”
Glover offered those remarkable observations, and many others like them, in a recorded phone call with Shreveport resident Robert Baillio
Mr. Baillio had called to complain about a recent traffic stop in which an SPD officer, who– before dealing with any other matter of business — asked if Baillio had a firearm, then temporarily seized it from him.
Louisiana law recognizes the right of the state’s residents to carry loaded weapons in their vehicles, and Baillio has a state-issued concealed carry permit — that is, a piece of paper in which the state generously recognizes one facet of Baillio’s innate right to bear arms.
According to Baillio’s account, he was cordial and polite when he was stopped after supposedly neglecting to use a turn signal. That this was almost certainly a pretext stop is illustrated by the fact that Baillio never received a ticket. Supplemental evidence is offered by the fact that the conversation between the officer and Baillio focused entirely on the issue of gun ownership, including a question about Baillio’s membership in the National Rifle Association.
Glover is a member of New York Mayor Michael Bloomberg’s Mayors Agaisnt Illegal Guns, however it looks like Glover is opposed to all guns.
You hear the entire audio of Mr. Baillio’s conversation with Mayor Glover here.

I think i’ve seen this somewhere before…but it’s not bad at all
Thats a bunch of crap, while this my not be popular in my opinion you have the right to defend your rights, up to the piont of killing the officer. You only deserve the rights your willing to fight for. Both the officer and mayor should both be fired for violating there oath of office.
Maybe it is high time that NRA sue the state and the Governor violation of the second amendment rights, and if possible have him impeached for same.
I am sure there are lawyers out there that would love to tangle with this red neck and put him out of business.
seems the mindset of a police state is at work here.soon more Americans will wake up to this fact and fight back. They are public servants, they work for the people, not the other way around….
This is all very interesting, doesn’t the Louisana police routinely stop travelers on their interstates and confiscate their private property for personal use? I read where this was happening, apparently this is a welfare state and the welfare just isn’t what it used to be. I am certain the policeman and the fat assed mayor are in this scam together and then they pawn the gun, the cop gets 40% and fatso get 60%, Long live corruption, sounds like Illinois huh?
I hope the gentleman has sued that fat Mayor and the worthless cop who pulled him over!!
Last time I checked, unlawfull acts by any uniform, regardless of his superiors orders is a criminal conspiracy.
A criminal is a criminal is a criminal. Even cops and mayors.
Treat them like the criminals they are and their criminally minded compatriots will assuredly notice.
It is hard to believe this could happen in the USA! It is worse than during the Nazi occupation of Europe. We the people do not have to put up with such disregard for our constitutional rights.
I am just fact checking. Is this a real incidnet? If so, are any legal actions pending against Mayor Cedric Glover?
If not then I assume that there are more than a few law firms are more than interested taking up this case.
What part of “…shall not be infringed” does Louisiana not get. This was the state that confiscated legally-held firearms from owners during the New Orleans flood — and then required the owners to file claims for the guns instead of seeking them out and returning their illegally confiscated guns to them. Remember why the 2nd Amendment was written:
“When the government fears the people, there is liberty. When the people fear the government, there is tyranny.”
– Thomas Jefferson
Sounds like another idiot in public office that hasn’t read, or doesn’t believe in, the constitution!Hopefully – (if this country still exists)-people will study and learn all they can about a candidate BEFORE they pull that lever!!!We’re all learning about the current boneheads now aren’t we???!!!–
This sounds to me like World War II Germany. Hitler disarmed the public where ever and when ever he saw fit. We can’t let this continue. Our brave brothers and sisters died in many wars so we could live in freedom. It sounds like the mayor and police department of Shreveport need to be reminded of what our Constitution protects and what our soldiers died for.
Are you sure that this mayor’s first name isn’t Adolph, or should his last name be Feinstien, Boxer, Fonda, or Kennedy????? It sounds to me like this “mayor” and anyone in his employ who doesn’t have the balls to call him as he really is, and question these “executive orders” should also be removed from public “Service”. Since when does municipal law supercede State and Federal Law??? I am a VietNam Vet, my Brother is retired from the L.A.Co. Sheriff Dept, and I have many family members in law enforcement in other states and they have never violated anyone’s Constitutional Rights because a local Totalitarian told them to do so. Maybe Fat Albert should be forced to step down and go home and suck his thumb.
This scares the hell out of me and I am so disscusded with our government that I truley think it is time for a revolution. I at the moment have no guns, but I have always had them in the past, till I moved to New York. I now intend to arm myself with both rifles and handguns and I WILL use them if provoced. I am so sick of the direction this country is going, which is sooo VERY far from the Constitution is is scary. And it’s not just Obama, it’s all those dam liberal Democrats who think they can take care of us better thn we can take care of ourselves. They are the ones who let sex offenders out of prison, and murderers (and not the ones that murder for a rightous cause). I say Get rid of the Politions that are in office and anyone else that is voted into an office and start voting only for people that belong to the NRA!
as I understand the penal code an officer can be charged with violating ones civil rights under the color of law. an I wonder if this applies in louisiana as well. maybe also applies to the mayor using his office as the law.I also understand why the officer would ask for a weapon on the traffic stop but only for his protection then citation issued an firearm unloaded an returned to violator.not a perfect world we live in
So maybe Alex Jones can be given some credence now?. Can this wonderful movement be spreading to a neighborhood near you soon? I read once that the secret to beating them is to be the gray man. Had he no stickers on his bumper (to which he has every right) he would still have his gun. He now has to drive unarmed(welcome to my world, ie. NYC) and still have to chase his weapon along the avenue of costly legal fees. I wonder is he listed on the infamous (enemies list) no-fly list. This just gets better and better. We (not all of us) voted for this guy and his policies. Obama and his rookie crew are all notorious gun grabbers. Napolitano is simply following orders having stopped searching for pubic hairs on the tops of coke cans(Yeah she’s that lawyer)and has moved on. I was only following orders did’t play well at Nuremburg did it Shall we be the gray man and keep our guns and risk loosing them as a group? Conversely, shall we display our political will and risk the loss of our individual firearms and safety. The answer I fear lies somewhere in between where great preparation for either scenario. Vigilance (a clandestine video and audio recorder) is the cost of freedom. We simply have to adapt and overcome.
Has anyone bothered to contact the NRA legal defense people? Has this gone to Rush Limbaugh? If this is true you have to get the word out beyond the few it is reaching.
I am a vet and I’am glad I don’t live in LA.I belongto theNRA alsoNorth americanHunting Club I won’t be visting that state both Mayor and the police should be sued
The gentleman who’s rights were taken away should forget the city officials & take it up with the state officials. He needs to remind them that, legally, he can sue the state of Louisiana into the stoneage for this & he probably would win. He also needs to do his best to get that sanctimonious piece of crap mayor put right where he belongs. In charge of the city’s trash disposal!! This kind of thing needs to be nipped in the bud immediately. Because, if it continues, this country will see itself in another a civil war. Because I don’t see very many of us accepting this kind of socialist crap sitting down. If we do, Heaven help us!!
Such heavy handed conduct/procedures deserve to be in the unemployment line. Just getting a headstart on Obama I guess……
Here is a question for everyone.
If the man had a concealed weapons permit and the law allows even those without a CCW to carry a loaded weapon in their vehicle then I think it is safe to say that his civil rights as well as his constitutional rights were violated and I would like to know when the FBI is going to initiated a civil rights investigation against the mayor and the police officer and if the US Attorney is going to prosecute them.
Randy is right, you do have the legal right to resist an illegal arrest up to and including the right to use deadly force. You just better be right.
How many other Officers on this Department agree with this and do the same thing. And, if the other Officers have knowledge of this why have they not taken action against the mayor and their fellow Officer. They also took an oath of office to uphold the constitution and the 2nd amendment is still part of the Constitution. Either their oath has meaning or it does not.
well I for one will tell you about LA. It is a place that you never want to live in, get married in, get a divorce in or die in. It is corrupt through and through! I lived there for 2 years on a temp assignment and I can tell you that YOU DON’T WANT TO GO THERE, LIVE THERE OR DIE THERE. Never so happy as when I got back to good ole TX. TT
One last thing.
If he was stopped because of his bumper stickers then his First Amendment right was also violated.
Gee I wonder if the ACLU would take his case? Bet not, they only represent communists anyway.
Call the Thomas Moore Law Center in Michigan, they might be interested. These guys will kick the mayors ass.
What a horrendous breach of our Constitutional rights! What does this yayhoo cop this he is doing? Is he the Gustapo?! This cop need to be relieved of his duties and placed on suspension until he is sued. I hope the guy sues this cop! This is the USA and the next guy he pulls over just might hurt him to keep his weapon because it is his right to have a weapon. He is licensed in the state and there was no valid reason to sieze the weapon! The cop is playing God and he has no right! We see this happening all over the country where the cops are overstepping their bounds and being rewarded for it. NOW is the time to set an example of this cop and get precedent set – a license for a firearm is your right and it is legal. No cop can steal your weapon and get away with it! He should be charged for stealing the man’s gun! The cop is there to serve and protect and he just stole from a civilian and left him without protection. The cop violated this man’s rights and will ultimately cause him lots of money. They think it is a joke?! Wait til terrorists do something and everyone needs their guns to defend themselves – the cops will be on their own. They don’t deal with terrorist organizations or threats – they sit on their butts and aggravate the average citizen. Law enforcement has really taken a new leap into fantasyland – where they think the patriotic individual is the enemy. COPS NEED TO GO AFTER THOSE SPEWING IN MOSQUE TO KILL JEWS AND CHRISTIANS AND TO KILL SOLDIERS AND POLICE!! GO AFTER THOSE GUYS – BECAUSE THOSE EXTREMISTS WHO DO INDEED PREACH THAT – NEED TO BE STOPPED!!!!!
My parents lived through Nazi hell then some Communist hell and this was the way it started. They enlist useful idiots who are bought cheaply and cooperate to opress the majority and browbeat them. The Mayor and the policeman are engaged in a conspiracy and should be challenged legally- if they have to pay from their pocket they will be less eager to operate outside the law. This sounds like they are training to see if it will fly elsewhere. Has naybody borugh this to the attention of Bobby Jindal and the state officials?
The officer, and mayor, can be sued. Violating the law by acting under the color of law is a federal violation. Michigan has a provision that a CCW license holder has to notify the officer if he’s stopped for a traffic violation, if you don’t, they check all names on logs and tickets, and it shows up when they run your info through the computer. You will be charged if you don’t notify the officer. I have no problem with it, because I also know I have a means to get my weapon back if confiscated, and a means to get them to pay.
And one more damn thing.
As a former Police Officer myself I can understand and agree that an Officer has every right in the world to protect himself. If the motorist admits to having a weapon and the Officer wants to seize that weapon at the moment, for his safety, I have no problem with that. BUT, once the Officer has determined that the individual is not wanted on a warrant, not fleeing from some other crime and is no longer a threat then he should write whatever the citation is for whatever the violation is, have the guy sign the ticket and then return his weapon to him (unloaded if he has a brain) and let the man go. Unless he arrets the man for a criminal violation he has no right to seixe his weapon.
I am absolutely appalled at this behavior anywhere in this great nation, let alone in my own state of Louisiana. Personally, I hope that litigation is in the works on this matter and hope not only are the perpetrators fired but that restitution is paid by the city of Shreveport for the unlawful infringement of our 2nd amendment right to have and to bear arms.
The reason I say ours is because if this goes unchecked, it will happen all over this great state as well as our great country.
I also served my country, in the military, and did not do so to have our second amendment right or any of our other constitutional rights taken away from us. When I entered into the military, I had to take an oath to defend our constitution agaisnt all enemies both domestic and foreign. I took that oath serious and with great pride then and still do today.
Let’s work together to get people like this out of our lives and put people in those positions that recognize the importance of respecting and following our constitution instead of trying to change it. It has withstood the test of time and does not need to be changed. Our forefathers new what they were doing when they drafted and ratified it.
Also, I would like to remind people like this Mayor and his police department that Japan woke the sleeping giant with their bombing of Pearl Harbor. If this sort of disregard for peoples liberties continues, not only from our local government officials but from our federal government as well, I am sure that people will get fed up with it and that sleeping giant will again awaken from his slumber.
Email address for His Majesty the Mayor of Shreveport’s office: mayor@shreveportla.gov. Why not drop him a line or two?
While I agree with the sentiments, the legalities are a different story. When we apply for and accept a permit to carry a weapon, we have given up our “right to keep and bear arms” and redefined that right as a privilege.
In Michigan, the law requires me to inform a cop first thing on any official stop that I’m a license holder, and if I am carrying, and where. The cop may temporarily secure my weapon, at his discretion. In a few stops only once has my weapon been secured. Most cops recognize that my having the license says I’ve passed an anal examination by both the State and Feds, and he’s safer with my gun in it’s holster.
If KKABA is ever to be a “right” again, local and state licensing and prohibitions must be rolled back completely, even including prohibitions against convicts who have served their time and probations. Any of us on the pro gun, pro 2nd amendment side know the public safety arguments against RKABA are irrational and flawed.
If I were a danger to a police officer, no law would help that cop, nor would I bother to hold a CCW, nor would I place bumper stickers on my car advocating RKABA. For someone determined to harm a cop, there is almost nothing a cop can do except hope the guy isn’t very good at what he does.
As always, these things are smoke and mirrors, based on ideologies opposed to liberty, and basic human rights, and besides that, Louisiana has long been one of those places sane people avoid when they can. Some Michigan men ran afoul of some Parish thugs during and after Katrina, and it took them a couple of years to get things made right.
Well…, we are now in the judeo-Marxist police-state and guess what! This is just the beginning under the far-leftist NObama dictatorship. Same as in 1917, when Katz-Lenin and his kibutz-men invaded Russia from New York City, they made this faster than a lighning; Outlawed guns, ammos even teh Bible along with it. All Christian principels were abolished, suspended and those who didn’t give up were sent to the 3.000+ gulags desigend by rabbi Kaganovits and his henchmen.
Judeo-communists seized guns first, then freedoms. NObama and his superleftist punks proceed teh same way. of course, time has changed they do on a more sophisticated way.
They will create foo-shortages and food will eb sold for guns and ammos. Those whow on’t give up, will die. NWO and ZOGs ready to act soon.
This is pure and simple corruption, power grabbing and should be stopped immediately. Some of the suggestions are excellent ideas to remove this mayor and his thugs.
The chief of police usually serves at the pleasure of the town council / mayor. Citizens should go the the next town council meeting and make it very clear about new faces after the next election if that chief is still in office.
One more thing; those who spread the leis about “Nazi guin-confiscation”, I strongly suggest to upgrade their historical knowledges and facts.
During the Hitler government, the WAFFENGESETZ (Weapons laws), on March 21. 1938, they EXTENDED the rights to buy, own guns in Nazi Germany, as it was published publicly in the REICHSGESETZBLATT #31. (National Law Journal). It is a lie that jews were not allowed to own guns. The law clearly banned jews to manufacture OR sell guns, but did NOT ban them frrom gun-ownership. The leftist judeo-liberal-socialist marxist regime BEFORE Hitler came to power by democratic elections, had registered guns and revoked the rights to own any guns. More significantly, the 1938 it ameliorated the laws of the Hindenburg-regime (just 10 years earlier) hostile to the National Socialist Movement.
Also, the new Hitlerian law reduced the age for gun ownership from 20 to 18 yrs of age.
Gun-confiscation started after May 09.1945 by the so-called Allied forces (american, soviet, british) to confiscate ALL guns,a mmos and even longer than 7′ knives…
A facsimile copy of this 1938 law and the entire 1928 law can be obtaiend from National Vanguard Books. Ask for catalog number 550.
Well now obama the stupid wimp can take away anyones guns the government already stopped people from holding a Bible study and they are trying to take away our rights one right at a time
I hope the people in that town wise up and fire this ursurper. Throw his can to the street ASAP.
This is a free nation and as long as WE THE PEOPLE allow these bozos to continue they will take more and more. I suggest you march on City Hall and physicially throw this bum to the street. This is the situation that TAR & FEATHERS is good for.
Let them know that WE THE PEOPLE are in charge, not them.
This mayor is one of the most over zealous, power hungry, abuser of rights Idiot. That’s all folks.
This is pure bull, and the town needs to get a lawyer and get this mayre out along with the cop for what he did, he should know better, y;ll better beware of these groups out there that want to disarm America, and know why ther are and who runs them, follow there every movement, because they are u, jt
Jeff Todd for Sheriff, Lake County Florida, read where i stand on the issues on my My Space page, guns, arm yourself while u can, and never tell the cops u got um, because u don’t have to unless it is a pistol, even then???
You shopuls all check out the web site OATH KEEPERS
http://oath-keepers.blogspot.com/search/label/veterans
The second amendment gives you that right. As for me, some one would have gotten hurt or killed.A law suit would insue.I will not give up my gun to anyone. If we dont start acting on this and start being responsible patriots, they will take our guns from us.I am an angry white man.Bite me.
I don’t belong to the NRA but I am in full agreement with them. I am looking for a particular bumper sticker that, while I am opposed to applying bumper stickers to my car I will apply this one. It reads: “I will keep my gun, my freedom and my money, You keep the change.”
That says it all.
What is NAGR Doing? Is NAGR and or the NRA working with the Gentlemen to secure an attorney and have the Police Office and the Mayor first removed from their positions and secondly the city needs to be sued! Set an example let the city pay a 100 Million dollar judgement so other mayors, cities, and law enforcement officers will think twice before pulling this stunt! And this coming from a former certified law enforcement officer in the state of Florida. I’m all for officer safety but this clearly was an illegal stop, and search and violation of his rights. Stop talking about it and get on it NAGR! Make this a national case and set an EXAMPLE!!! Thousands of people are going in thousands of directions and nothing get’s done just talk talk talk….. Any you know what they say about talk it’s CHEAP…

I see the SS is alive and well and operating in Shreveport these days. I won’t be visiting your police state anytime soon.
The time is coming…sooner than later, now. And these cops really don’t realize that when that time comes everyone will have to choose sides…and they, through their actions, have already chosen the wrong one. I only hope their families don’t suffer…
OK, Guys…I hear yall, and I agree that the motorist’s rights were violated, and Mayor is an asshole and did not even let the guy finish his side each time he spoke, BUT if you really listen to the video conversation, you will hear the guy say that his weapon WAS GIVEN BACK TO HIM at the completion of the incident, AT THE SCENE…That stupid Mayor has proven himself to be of a mindset of a devout pro communist politician, an anti-gun slug, and a little dictator with his bragging that He personally indocrinates his police officers as they come out of the academy…..YES, a police office has the right to DETAIN a motorist for traffic infractions, and cite them, as we all know…..Had the officer asked FIRST for License and proof of insurance, he would have known that the driver had a CCW and let it go…But the ISSUES HERE was the temporary confiscation of the man’s legal weapon, which was in the vehicle and not a threat to the officer while the motorist was OUTSIDE of the vehicle…The mayor could only try to cover up his predjudice with lame excuses. Theres no doubt that the driver’s 2nd Amendment right was violated, and the driver should SUE SUE SUE the shit out of that moron mayor and the officer for complicentcy!
I have been fighting with the police in Wyoming michigan for almost 2 years. They did a false arrest, never gave me a phone call or an attorney. They refused to treat my type 1 Diabetes. It looks like after spending over 7k I will finally get them into court. I filed complaints with the chief of police and there internal affairs department. Nothing was done. I now live in the only free state left IE Alaska but even here I have been pulled over twice for having a no spin here license plate frame on my car. I have also been falsly arrested in California and beaten by the police. I have never been convicted of a crime and am a 58 year old father of 3. I have nothing but respect for an honest police officer but there are very few left. Most are on a power trip and should never have been allowed to have a badge. When the people finally wake up and scream NO MORE!!!! We can take our country back from the treasonis left. God Bless the U.S.A.
This is heinous. CLEARLY a lawsuit should be brought not only for denial of inalienable rights but for all attorneys fees and hardship. I agree, this man should be assisted by one of the MANY organizations out there that many of us donate to so we can have our rights protected. THIS right here is clearly a case where the line has been drawn and something must be done!! Where are you GOA, NRA, SAF, NAGR???
A few other points I forgot to mention in my last Post was that the mayor here in the incident continually used the word POWER. This is an indicator of what the individual’s mindset really is. He thinks he is a little tin god in that city, and his police are his jestors as well….By the Way, the police there are City Police, not State Police….another point is that Louisiana’s Governor is Gov Bobby Jindal, a great Conservative, and a True Patriot. Unfortunately, the governor does not run his cities. The Beef should be taken up by state legislators who make the laws in that state, but can never “Suspend Individual Rights”, as the twin brother to Fat Albert thinks he can….The power is with the People, not the moron mayor and his cops..
This is only the beginning of what is to come. Obama has already began to tear apart our constition and people’s rights are not the priority of our government.
This Mayor is just another of our liberals, who want to socialize our country and like the Brown shirts of Germany, taking the people’s guns will make them unable to protect their homes and family when the government takes the final steps of taking control of our country. The mayor and his police should wear BROWN SHIRTS.!!!
Obama and the liberals are destroying our beloved country,as we sit and watch. I am a 74 year old American Indian, who has lived in and loved America
all my life. I pray that those who do love our country, will rise up and let those in power know that they cannot destroy our country from within. GOD BLESS AMERICA
