Mayor opposed to guns and civil rights
Cedric Glover, Mayor of Shreveport Lousiana believes he and his jackbooted thugs state police have the authority to wantonly violate your civil rights.
Mayor Glover believes that his brownshits state police have authority to “suspend” your rights.

Any time a motorist is stopped by a police officer, insists Shreveport, Louisiana Mayor Cedric Glover, “Your rights … have been suspended.” This includes not only the freedom of movement, but also, in the event the officer inquires as to whether the driver is carrying a weapon, “Your right to be able to hold on to your weapon and say whether [you] have a weapon or not” — as well as the right to retain possession of that weapon, should the officer decide to confiscate it from you.
Should you choose not to answer the question, or answer it in the negative, the officer could still choose, “in the interest of officer safety, to secure you in a safe position” — this most likely means outside the car with your hands cuffed behind your back — “and then do an appropriate inspection of your vehicle.”
The phrase “appropriate inspection” is more honestly rendered “Unconstitutional” warrantless search.”
Should the police officer then turn up a firearm or other weapon in the car, the driver “would be guilty or potentially guilty of even a more severe offense” than whatever he had allegedly done to precipitate the traffic stop, according to Mayor Glover. Police officers, according to Glover, are invested with “a power that the President of the United States does not have … and that is the ability to be able to suspend your rights.”
This is “one of the things that I say to each and every one of the police officers who graduates from the Shreveport Police Academy since I’ve been mayor.” Fortunately for the public, one supposes, Mr. Glover remembers the lesson that Peter Parker learned from his kindly and sagacious uncle Ben — that is, with great power comes great responsibility.”You have to understand there is a great deal of power that is vested within … the law enforcement personnel of this country,” Glover insists. “It’s why there is a great deal of responsibility that has to go along with it.”
Glover offered those remarkable observations, and many others like them, in a recorded phone call with Shreveport resident Robert Baillio
Mr. Baillio had called to complain about a recent traffic stop in which an SPD officer, who– before dealing with any other matter of business — asked if Baillio had a firearm, then temporarily seized it from him.
Louisiana law recognizes the right of the state’s residents to carry loaded weapons in their vehicles, and Baillio has a state-issued concealed carry permit — that is, a piece of paper in which the state generously recognizes one facet of Baillio’s innate right to bear arms.
According to Baillio’s account, he was cordial and polite when he was stopped after supposedly neglecting to use a turn signal. That this was almost certainly a pretext stop is illustrated by the fact that Baillio never received a ticket. Supplemental evidence is offered by the fact that the conversation between the officer and Baillio focused entirely on the issue of gun ownership, including a question about Baillio’s membership in the National Rifle Association.
Glover is a member of New York Mayor Michael Bloomberg’s Mayors Agaisnt Illegal Guns, however it looks like Glover is opposed to all guns.

I think that we have, maybe, taken too much from one side of the story. With all that is going on in our country right now, how can we be so focused on an officer that disarmed an individual during a traffic stop. I can’t believe that his only basis for believing that the stop was not for the turn signal violation is that he did not get the ticket for it, is stupid to say the least. I think I would have shown some graditiude.
People that carry a loaded weapon should have the common since to know the law that regulates that license. I think that the right to carry a firearm is accompanied by the responsiblity to know the law that goes with it. The law is clear that the officer has the right to disarm while in contact with an individual and that if you are carrying a weapon the officer has the right to know that.
Look at the time spent on this, when the very real threat to our firearms OWNERSHIP is at stake. We shouldn’t be talking about an officer trying to stay alive in a time when that isn’t easy to do as a police officer. We should be focused on the true threat to our rights which is Washington D.C.
Let’s not worry about an officer taking a weapon from somebody while he is conducting a traffic stop, let’s worry about Washington taking our weapons away from everybody FOREVER.
I bought my first 2 guns this year because of some of the unconstitutional laws, and lawmen, that are being enforced lately. I don’t carry it with me, but I think if things like this continue, we may need to use them to protect our rights.
I must either go through the I-20 route or the I-40 route from Mississippi to Dallas, TX, when visiting my son. From now on I will use the I-40 route. No since in passing through a city run by Hitler wannabees.
Mayor Glover said that when someone is stopped by a police officer, their “rights are suspended”. This statement is crazy.
Our rights are never suspended; that’s why they are called, “rights”. What has happen here is that arrogant, power hungry, Liberals; use power, lies and intimidation to abuse our rights.

It is unfortunate that some of your readers have to realize that not using your signal light is not against the law. Secondly, the officer never asked for his drivers license and registration which is the normal thing to do by all police departments in the nation. He was stopped because of the stickers on his card. This is obvious to the most unintelligent people on earth.
This mayor has to be from Louisiana because he wears his stupidity on his shirt. Our rights right now but may change with this administration, are never taken away by a police stop. This mayor needs to get educated on the constitution instead of his constitution.

I too had my gun confiscated from me. I thought here in America that when you feared for your life you had the right to protect it and your family. An intruder was coming over my gate outside. I told him if he made another move toward me he had better know his maker. I shot out to the right of him – a warning shot and he took off. Then the Chambers County Deputies came and took my gun. They said I used “deadly force”
Go back and look at HISTORY: First the Nazi’s took all the firearms, from civilians. Then, one by one, human rights were taken away. Soon, the “undesirables”, were jammed into cattle cars, and taken to “relocation centers”, i.e. AUSCHWITZ. They were then taken to the GAS CHAMBERS, THEN THE OVENS. To the very end, there were those who really believed, they were being put in line for a “shower”. TAKE AWAY THE SECOND AMENDMENT, AND THEY CAN DO ANYTHING THEY WANT!! Just read the History Books, and speak with those, who survived!
I have never heard of such a thing! Is the mayor a dem or muslim? I would call my senator and representative to get to the bottom of such an outrage! Or go sit in their office untill I got some satisfaction. “Protect and serve” has been out the window for quite a long time now.

it sounds like the locals in blue there have some reason to target him. From listening to the recording of the phone call I gather he owns a store and is vocal with his dissatisfaction with the police dept.
My advise is to try and fly under the radar, support his opponent in the next election and take the “bulls eyes” off his truck rear windshield. I am in the same kind of situation myself, a store owner and gun owner and vocal with my opinions and distrust with officials.

Ok, I have listen to the conversation of this citizen and the mayor of Shreveport La. Here is my opinion on the whole matter. The citzen does under law have the right to bear arms and if he has a concealed weapon’s permit, yes he has the right to carry this weapon on his person. However the mayor is correct in saying that the police officer has the right to protect himself/herself, when he/she stops someone. The officer has the right to ask if you have a weapon or if he/she observes one in your vehicle has the right to contain this weapon for his/her safety.
If this is only a minor violation and the person has the legal right to carry this weapon by La. law then it should be returned to him after the situation has been resolved. This it appears by Mr. Ballino’s admission was what happened. There is no violation of his rights in this case.
The officer has the right to make the scene as secure as possible.
I was a police officer and a deputy sheriff for thirty years and agree with this. Now if the officer had not given Mr. Ballino his weapon back when the interview was concluded or Mr. Ballino had no legal right to carry this weapon concealed, then yes the officer would be correct to confiscate the weapon and charge him with carring a concealed weapon. In the state of Virginia you have the right to carry a weapon on your person IN PLAIN VIEW and not have a concealment permit, however if it is concealed you must be a law enforcement officer or an agent of the government or have a concealment permit. I do not pretend to know the law in La.
My objection with Glover is that he did not listen of Ballino completely he keep interupting him and interjecting his opinion before hearing all Mr. Ballino had to say.
As to Mayor Glover being a Marxist, I do not know him or his policies to mark him as one. What he said is true across the USA as far as I know. Any Police Officer for his/her safety may request if you have a weapon on you. He may if he feels it necessary search you and your vehicle for weapons. This is not a violation of your rights. However, he/she may not search your trunk or your engine compartment only the cab of your vehicle without a warrant. Should he/she arrest you, he/she has the right to do an inventory of the vehicle if he/she confiscates the vehicle, without a warrant. Beyond that he/she needs a search warrant to search the vehicle. What is found during this search is admissable in court.
Yes,by the way I do support gun rights and yes I do not like the way things are going on as to gun control. This case is not an example of improper handling of a gun law by the police officer. Mr Ballino’s weapon was returned to him that same day and was not confiscated.

My son was stopped in Shreveport ( he lives just outside the city limits) for driving into the pedestrian crossing when he stopped at a redlight. He works in the oilfield and drives a company truck with a Texas license. The officer kept calling him a Mexican ( my son is dark)but was born and reared in Louisiana as were most of his ancesters. They had a mad person to deal with and when this lad gets mad, watch out. But some of the police up there think they are the law, not enforcers of it.

I understand from your post on 11 September that you have been a police officer and a deputy sheriff for thirty years. I find that credible.
I have been a Citizen of the United States of America for 52 years.
The law enforcers of this country have a tough job to do. They must ply through a tangled mess of laws created by politicians who did not respect the rules of government as outlined in the Federal and State Constitutions when they wrote these laws. Does this mean that I should yield whenever an officer demands compliance with an unconstitutional law?
If the general public can understand phrases like “the people” and “shall not be infringed” and (in Mississippi) “shall not be called in to question”, then they may choose to stand up for their rights in some form or fashion. Understanding these simple phrases is the privilege and responsibility of the people and it is also the responsibility of the people to control their government. Yes, we should vote, vote, vote, in an effort to straighten out this mess but until the constitution itself is rewritten it is the ultimate law of the land as it stands.
I submit that blind compliance with the confusion of the law does not bode well for our Country.

Believe me when I say, these pages (blogs) are monitored. Big brother is watching everything “We the people” are doing. Paranoia… NO. Reality… YES!
So it begins. I expected this kind of activity from California or New York or someplace like that but not from Louisiana!
Washington D.C. no longer cares about the people of this country and unfortuantly that filters down to the state level as well. It’s sad to think that those who are supposed to “serve and protect” are mindless enough to believe the retoric that they are being preached.
“We the people” have some house cleaning to do and we will have to start with our own cities, counties, states and work our way up to the top level of our Government.
We must start with the fundamentals. “In God we trust” must be our base.
This kind of behavior from public servants is unacceptable!
I would say unbelievable, but tyranny like this is becoming more common place these days. I’ll be sure to forward this along to everyone/anyone I know with Louisiana heritage or family. I certainly won’t ever visit Shreveport. The people of Shreveport should impeach the mayor and fire his thugs!
P.S. The Second Amendment doesn’t give us the right to keep and bear arms. It only serves to secure our natural right (or God-given right) of self-defense against a government seeking to deny us that right.
The free possession of guns are a hallmark of a free society. What does the continuing persecution of gun owners tell you about ours?
When someone violates your Constitutional Rights, they should be reprimanded in some way. This will continue until these anti-gun kooks are punished in some way. Saying I’m sorry doesn’t satisfy the abuse of power. Maybe make them pay a fine of $100.00 or more.
This is just another example in the long list of people who let power and control go to their heads. The police department and anyone who admonishes this type of bullying behavior is wrongfully employed. Again we have an instance where the rightful man is punished while the criminal goes free. Convicts and terrorists have many more rights than the free man. This police dept. along with our current administration in Washington should be more concerned with protecting this country from those that really want to do us harm. I don’t think terrorists or criminals ride around w/flag and pro-gun decals on their cars. This is the type of “profiling” everyone should be concerned with! Cut funding to our military, missle defense, etc. etc., now who does that sound like!? They have it in the works to take guns from American citizens too. Reading many of the post concerning this “seemingly wrong stop of this officer” I can not help but believe that their is validity to the victim! We are in a time where even the word “militia” has been blown out of perspective by the “fringe media” and citizens need to be strong and call these people out! In the early days the militia was a needed for many good reasons, just like today people have a right to protect their communities, their families and of coarse properties! The 2nd amendment is part of out rights and “those” that want to do away with it are not part of the American way! They are what they are, they hate freedom and love complete control. For those of us who travel the country much, we are aware that Louisianna is not noted for having an honest political or legal system with regards to the protections and care of it’s citizens. Many stories of illegal siezures of cars and property abound of the corrupt law enforcement agencies with in the states boundaries.
Washington DC is only second, to taking away your rights, to La. Good luck in getting any of your stolen (by the state of LA.) property back in it’s original condition, if ever at all.
These “officials” need to be retrained on Constitutional Law, voluntarily, or step down and seek other employment. If they refuse, then deport them…just get the hell out of my country….you don’t belong here…maybe Austrailia would be more suitable. These “Wyatt Earps” with a badge are in for a rude awakening.
I listened to the tape and came away with a clear conclusion… there is racial/political profiling here, which I’m fine with… proper statistics don’t lie, but profiling done for the purpose of safety and profiling done for the purpose of harassment are quite different. The interesting thing is that you don’t hear Baillio complain about it other than to say, “do you treat everyone you stop like this?”; it may be that Glover is hiding behind and manipulating sound policies adopted by law enforcement nationwide for the purpose of harassing guys like Baillio… sure, law enforcement has the right to disarm a citizen but for just cause… what was the just cause? Just cause when left to the officer’s judgement will always leave plenty of room for abuse including improper use of profiling. Here, you have an intelligent black man in Louisiana who is “playing by the rules” and depending on your political flavor is a serious threat or a hero. I, for one, consider the Mayor Glovers that are popping up around this country to be a serious threat to America for the very reasons he cited in his response to Baillio… “the power of law enforcement”… his failure to recognize the idea of “just cause” let alone the proper evaluation of just cause which is the basis for which policies like the one experienced here stand, illustrates the agenda of the mayor… to harass.

Mayor Glover needs to step down from office. Hes there to protect not go against the laws.
If our guns are taken away we wqould not just lose are rights to bare arms for protection. It would be taking our food from our mouths. We live off the land when possible. We love deer, duck. We have a right to hunt our own food and to protect or land, home and family. Kennesaw Ga. Most all own guns a lot have them on them. Crime is very low and that town and in other towns like it. It is my opinion that the right of the citizen to keep and bear arms was put into the constituion for the same reasons that existed when this country was founded. All of the tyrants do not live out side of the USA and they didn’t all die in the 17th century. In fact thru the lies and deception of Acorn a tyrant was elected to be our president.
The mayor needs to read the United State Constitution and understand he is not Hitler. If this policy is ever taken to a Federal Court this mayor will be shown how wrong he is. This is good information, I will never travel I-20 through Shreveport again.
When a police officer enforces unconstitutional laws, he is your enemy! Everyone who believes in the 2nd Amendment should have bumper stickers on their vehicles and be prepared to protect their rights. As a former police officer and a firm supporter of our 2nd amendment rights, I will never surrender my firearm to a police officer at a traffic stop (or elsewhere) for that matter. This is the very reason the 2nd amendment was established, to protect ourselves against unlawful search and seizure. Unfortunately, I know the ultimate outcome of any such confrontation. But then, so did Patrick Henry.
Guns ARE the way to enforce our rights! If we allow the government to take away our guns and/or gun rights, what power do we have against them? We then give the power to a select few to rule over the rest of us (tyranny). The founding fathers of this nation won freedom with GUNS! And they fought a less oppressive governmental system than we have today. There should be no laws restricting gun ownership, carrying guns concealed, etc. They violate this thing called the US Constitution!
This is exactly why we have the second amendment: to protect us from tyranny of the government. The police represent the government in this case. Perhaps he was one of those officers who went to one of the “fusion” indoctrination seminars that our Homeland Security started to track all of the “terrorist right-wingers” who have a bumper sticker on their vehicles. Did this officer not take an oath to protect and defend the constitution? Perhaps he and the mayor forgot about that one..or were day-dreaming when they were sworn in.
The officer had every right in this world to ask if the man had a gun, further, once the man admitted he had, the officer had every right in the world to take the weapon and place it away from the man who owned it. However, once the stop was over and the officer was ready to leave, the office had the responsibility by law to return the weapon to the owner on the spot. He did not have the right to take the man’s weapon for any period of time once the stop was complete. What he did, as reported, was a crime in any book in this United States of America and he should be removed from duty until he has demonstrated that he knows the real laws of America, not those imposed by the Mayor as policy. No policy from any person or official in the United States rises above the law. The law always prevails, especially over policy. I think this mayor would do his city a favor if he resigned from office and never ran from office again anywhere in this country including PTA President. He is also a disgrace to the rest of the countries mayor’s.
i think the mayor should step down and they need to get rid of the officer that carried that out .Sounds to me like a person grudge he had against him,,but if its the law there and he had the papers to carry a weapon,the officer is in the wrong..and he only stopped him for a signal light.i understand…..they need a house cleaning there in that state maybe…i just know what i read.and been posted
Just another example of the confusion that besets most of our “ruling elite.” Unlike our founders, they are under the impression that they grant us our rights. No – the Constitution recognizes rights that we as citizens have, and then puts constraints on the government to make sure that it does not infringe upon those rights.
In their minds “I giveth, and I can taketh away.” We need to – frequently and loudly – remind them that we do not have a royal caste in this country. They are not rulers.
